North West Legislature Education Committee Threatens Education Department that its APP will not be Approved if Maiketso Primary and Ramotshodi Secondary is not on their Plans for this Financial year.

The North West Provincial Legislature’s Portfolio Committee on Education has told the Department of Education that it will not approve the department’s Annual Performance Plan (APP) if the construction of Maiketso Primary School and Ramotshodi Secondary School are not part of their financial plans for this financial year. This means that the department cannot spend its budget for the financial year if the Legislature has not approved its APP. The Committee said this in a meeting with the MEC for the department, Wendy Matsemela and senior management discussing serious infrastructural challenges found during an oversight visit at Maiketso Primary and Ramotshodi Secondary School. The Committee had visited Maiketso Primary School in Morokweng, the only Full-service school in the area offering inclusive education accommodating learners with barriers in all grades. As of 2016, the school has 870 leaners and 26 educators with an average class size of 50 learners although there are classes which have up to 68 learners. There are 13 classrooms but only three (3) are conducive for teaching and learning, the rest are dilapidated. The school was built by the community in 1980 and buildings are not in good condition. Learners use pit toilets and ablution facilities for learners are not enough due to the numbers in the school. North West Legislature Local Government Committee Concerned over Human Settlement Department Expenditure of R54 Million on an Abandoned Housing Project.

The North West Provincial Legislature’s Portfolio Committee on Local Government and Human Settlement has raised a serious concern that the Department of Local Government and Human Settlement has spent over R54 million on a Community Residential Unit project in Unit 3, Mmabatho, that has been abandoned and the monies were never accounted for. This came after the Portfolio Committee went on an unannounced oversight visit to assess the status of Community Residential Units at Ext. 39 in Mahikeng and Unit 3. According to the Acting Chief Director for Housing Development at the department, Mr. Vusi Bidi, the department entered into a Memorandum of Understanding with Marang Estates (the developer) and the Social Housing Regulatory Authority (SHRA) to develop 2400 social housing units on Marang Estates Mixed-Housing Project in Mahikeng (Unit 3) and made an initial contribution of R54 million as part of Phase 1. Marang Estates had to contribute 20% on the amount of the project and SHRA also had to make a certain contribution. “It is important to note that the department entered into this project late after construction had already started, we were called by SHRA. North West Legislature Education Committee to Inspect School Infrastructure at Maiketlo Primary School in Morokweng.

On Thursday, 07 April 2016, the North West Provincial Legislature’s Portfolio Committee on Education, Sports, Culture, Arts and Traditional Affairs will be conducting an oversight at Maiketlo Primary School in Morokweng to inspect the school’s infrastructure and check whether the conditions at the school are conducive for teaching and learning at 10h00. Maiketlo is an inclusive school that also accommodates learners with minor learning barriers. According to preliminary research done by the Legislature, the school building which was built by the community is dilapidated and has never been renovated by the department. The department has also never trained the teachers to deal with learners with special needs and the school’s infrastructure does not care for learners with special needs. North West Provincial Legislature to Conduct Public Hearings on North West Appropriation Bill 2016.

On Tuesday, 08 March 2016, the North West Provincial Legislature’s Portfolio Committee on Premier, Treasury and Enterprise Development will be conducting public hearings on the North West Appropriation bill 2016 in four districts of the province at 16h00. The public hearings will be held at Lichtenburg Community Hall in Lichtenburg; Klerksdorp Auditorium Hall in Klerksdorp; Bloemhof Town Hall in Bloemhof and Brits Town Hall in Brits. The North West Appropriation Bill 2016, aims to provide for the appropriation of amounts of monies from the North West Provincial Revenue Fund for the requirements of the province in the 2016/2017 financial year. On Friday, 04 March 2016, the North West Provincial Legislature will be hosting a Feedback Session for the Arts, Culture and Tourism Sectoral Parliament in Jericho Multipurpose Centre in Madibeng Local Municipality at 09h00. The feedback session is aimed at addressing Arts, Culture and Tourism issues raised during the Tourism Sectoral Parliament that was held on the 30 April 2015 in the Legislature Chamber ,and Arts and Culture Sectoral Parliament that was held on the 30 September 2015 in Borelelo community hall.
